Please explain your answer
Elmbridge is one of the most desirable areas in the UK in which to live. This is because the Council has taken great care to balance the needs of the community whilst protecting our natural environment, our living space and our towns and villages. Elmbridge is situated between London and the countryside. The balance between green land and built-up areas is finely balanced.
The other challenges which therefore need to be considered are:
To absolutely protect green-belt land and open spaces as we have done before, thus avoiding urban sprawl.
To protect the quality of life of existing residents.
To take in to account the views of local people to protect recreational use of open land.
To preserve the character of Elmbridge.
To fix the transport congestion for existing residents and not exacerbate the problem by adding more residents first.

It is imperative to maintain the existing balance between buit-up areas and open spaces, in line with the wishes of existing local residents.
If it is decided to increase the density of housing, the communications links must also be developed. In developing these links, the balance must still be maintained. Tarmac and concrete create a very poor living environment if built to excess and without natural open space.

If you disagree, please explain why and what other option would you support and why?
I have lived in Elmbridge all my life (nearly 60 years) and have always understood that green-belt land is to be protected. If there was not such a scheme then Elmbridge, as we know it, would not exist today.
Other less built-up areas are more appropriate to have new housing developments, as has been done in the past with Milton Keynes and Basingstoke (for example).
In my view, it is just unthinkable to build on green-belt land by categorising it as something else.

There are many areas in the UK which lend themselves to new-town developments, without having to even consider building on green belt land. In my view, the Council has taken the easy option without considering the impact of the local community or their individual wishes.

The area 58 must be considered as a whole because declassification will mean that eventually the whole area can be built upon once building consent is approved.
The impact on local transport and communications can only be considered by taking the area as a whole.

The character of Elmbridge owes itself to our green belt protection policy which has been in force since 1955. My concern is that there is no regression strategy. Once the green belt land has gone, it can never be re-instated as we know it today.

I think that the building density at any level on green belt land will irreparably alter the local character of the area. Re-labeling the land is merely a trick to reduce our protected green spaces.

What do you consider to be the essential infrastructure items required to support new communities e.g. the potential development of the 3 key strategic areas?

It is most important to ensure that schools, hospitals, surgeries and transport facilities are sufficient for existing residents before overstretching resources if new housing is built. This area is also affected by transport links over the river Thames and having land-locked areas would create an unprecedented level of congestion during the rush-hour and sporting events (eg cycling and running).
