One of the key factors arising from any development in Elmbridge is increased traffic. I recognise that SCC are the primary highway authority for the borough roads. However I suggest that EBC should take a robust and proactive stance with SCC concerning the adequacy of the Borough's road network and off street parking facilities. I believe there is a strong case for a major improvement of the cycle lanes between the majority of the Borough's towns and villages. To take some examples, cycling from Painshill to Brooklands is dangerous at most times and in the rush hour causes increased traffic delay because there is insufficient carriageway width for cars and lorries to pass cyclists. Similar conditions apply cycling from Oxshott to Esher, on Seven Hills Road and elsewhere. I believe the Borough should enter into robust discussions with SCC to request the construction of a full network of dedicated safe cycle routes in the Borough, similar to that which has recently been constructed along the riverside at Kingston. By this means many people could safely cycle to work, to school and to the shops thus reducing the vehicular congestion. It has been, and continues to be, achieved in central London and the inner suburbs and it is high time the same initiative is adopted in Elmbridge. In conjunction with this EBC should give very serious consideration to implementing a cycle hire scheme similar to that in Central London.

Qualified agreement. I think the Blundell Lane site should be reconsidered. If the Polyapes scout camp is closed this will remove a very valuable asset used by the Borough's young people. This would be contrary to some of the aspirations set out in the consultation document. If the camp is retained and development is limited to small areas of the Green Belt site then this may be acceptable.
I fully recognise that there is an urgent need for more affordable housing in the Borough for young people and those working in essential services so there has to be some compromise.
