Statement of licensing policy (Licensing Act 2003) 

We are reviewing our policy on how we regulate alcohol, regulated entertainment, and late-night refreshment in Elmbridge.

Our statement of licensing policy under the Licensing Act 2003, sets out the Council's general approach on how we regulate alcohol, regulated entertainment, and late-night refreshment in Elmbridge. Our primary concern is to uphold the licensing objectives and to support other key aims set out in national guidance. Through this policy, we aim to both reduce potential risks associated with licensed premises and licensable activities, and to provide transparency and consistency for anyone with an interest in licensing.

Our existing policy was published in 2017 and following a recent review, we are now proposing changes to ensure it remains current. We are now consulting on those changes and would really like to hear your views.

The draft Statement of Licensing Policy (2022-2027) can be viewed under the consultation documents below. We have also included the existing policy within the supporting documents section. You may also be interested in viewing the Licensing Committee meeting report (21 March 2022) which sets out the background to the proposed changes.

This consultation will run over the next 6 weeks from 13 May 2022 and closes midnight on 24 June 2022. We are asking for views on changes to our existing policy which we last reviewed in 2017. We are particularly keen to hear the views of anyone who uses or delivers these popular activities.

 What happens next?

After the consultation closes the Council's Licensing Committee will consider your responses and any other relevant information and decide on whether to make any changes to the draft policy. The Committee will then make a recommendation to the full Council on whether to adopt the revised policy.
