Consultation on amendments to our Street Trading Policy 2019

We are reviewing our policy on how we regulate Street Trading within Elmbridge

The purpose of our Street Trading Policy is to set out a framework for the management of street trading in Elmbridge. The street trading scheme enables the Council to regulate the location and number of street traders operating in the Borough.

This document requires regular review to ensure it is up to date. After carrying out a review, the document will be redrafted. This consultation is to seek your views on the proposed amendments to our Street Trading Policy 2019.

What are the proposed changes?

As part of this review we are proposing to offer a 6 months trading consent option as an alternative to the current 12 months permit. We are also considering changing the fee structure to account for multiple location traders and the additional work in administering such businesses. The proposed policy will also look to encourage sustainability when determining between competing traders seeking to trade from the same location.

We want to hear your views

This consultation will run from 25 November 2022 and closes at midnight on 03 January 2023. We are asking for views on changes to our existing policy which was last reviewed in 2019. We are particularly keen to hear the views of anyone who uses or delivers these services and activities. Please make sure we receive your comments no later than midnight on 03 January 2023 otherwise we may not be able to take them into consideration.

What happens next?

After the consultation closes the Council's Licensing Committee will consider your responses and any other relevant information and decide on whether to make any changes to the draft policy. The Committee will then make a recommendation to the full Council on whether to adopt the revised policy.

We hope to publish a revised policy in Spring 2023.
