Consultation on 2016 Community Infrastructure Levy funding applications

 

CIL graphic featuring a calculatorWe are currently seeking community feedback on the local applications that have been submitted for Community Infrastructure Levy (CIL) funds in 2016. 

Elmbridge Borough Council has been collecting CIL since April 2013. CIL is a charge on some forms of  new development that raises funds towards infrastructure that is needed to support new development. The Council is allocating up to 25% of available CIL to be spent on infrastructure that is required in the communities where development took place. For projects to be eligible for CIL funding they must meet the following spending criteria:

  1. Provision, improvement, replacement, operation or maintenance of infrastructure
  2. Anything else that is concerned with addressing the demands of development

Applications for this local spend were submitted between November 2015 - 5 January 2016 and as required in legislation we are now seeking the views of the local community.  Applications have been submitted by local providers or by the relevant authority. CIL funding can be used to meet funding gaps that local authorities or providers such as state schools have in relation to responding to additional pressures.  We have received funding applications for the following settlement areas:

  • Cobham, Oxshott, Stoke D'Abernon and Downside
  • Esher
  • Thames Ditton, Long Ditton, Hinchley Wood and Weston Green
  • Walton on Thames 
  • Weybridge

Please note that in areas where a Parish Council exists, this local element of CIL collected has to be passed direct to the Parish Council for spending. Claygate is the only Parish Council within the Borough.

Spending Boards made up of local Councillors will meet in February or March to discuss the applications submitted and to make spending decisions. CIL money that is not allocated at this point will be rolled over to the next spending round for that area. Survey responses received will be compiled and presented to the relevant Spending Board in order that feedback can inform decision making at the meeting.

CIL funding would be conditional upon the any necessary building regulations and/or planning consents being obtained.

A summary of each application is available to view below.  Please take the opportunity to provide your views on the applications being considered in your settlement area on the survey response forms included. Any comments provided will be included in the report to the Spending Board but will not be attributable to a specific respondent.
