Agree that the challenges set out in section 2 of the consultation document are the key challenges facing Elmbridge?

  • Yes, I agree
  • No, I disagree
  • I don't Know

Please explain your answer
We understand that the need for additional housing is a priority for the Council and Government, and that the provision of this may well require green belt changes within the Borough.

2

Do you consider there are other challenges that we should be addressing?

  • Yes
  • No
  • Don’t know

Please explain your answer
Traffic and infrastructure

3

Do you consider any particular challenge or challenges that are more important than the others?

  • Yes
  • No
  • Don’t know

Please explain your answer
Road safety

4

Agree that Option 2 is the most appropriate option?

  • Yes, I agree
  • No, I disagree
  • I don’t know

If you disagree, please explain why and what other option would you support and why?
Our key concern is the burden on already stretched infrastructure that any development in this area will bring. In particular, the additional traffic, if parcel 20 is developed, will impact the safety and welfare of ACS Cobham's students, staff and parents. In addition
to this, we note that the north area of parcel 20 contains a SSSI site, and also encompasses the access road to the ACS Cobham campus. Housing development here would significantly impact our school, both from a traffic and accessibility perspective and from loss of character due to increased urbanisation and loss of open spaces.

As previously demonstrated to the Council, ACS Cobham has a well formulated transport plan for getting our students and staff to, and away from, our campus, but the safety issue is still significant for our community.

Recently it was reported that Cobham Free School have acquired Munro House on the Portsmouth Road. This will no doubt be subject to consolation as it will require change of use from an office to an educational establishment. If this development is granted it
will add significantly to the congestion and safety at peak school hours. The potential development of green belt parcel 20 will increase this further and we believe the existing infrastructure will not cope with the increase in traffic. Key to understanding this further will be a strategic review of all the traffic and safety issues, including road modelling, which should be developed and implemented before
any decision on the Local Plan is determined. We are keen to be involved in this review and any recommendations made. In particular we believe an allowance should be made for the development of a flow controlled exit onto the A307 north of the A3 within the green belt detailed plan, and for improvements in the traffic lights at the
Fairmile/Portmouth Road junction. This would reduce the safety risk we are currently facing, and will also help mitigate the impact of the proposed development by dispersal of traffic away from parcel 20.

In conclusion we are aware that the requirement for housing requires a strategic plan and that difficult decisions must be made. We would wish to ensure that the traffic and associated infrastructure is enhanced to alleviate today's problems which would be made greater by the short term change of use of Munro House and longer term by the development of parcel 20. Parcel 20 should be reduced at the Northern end to maintain the relatively small SSSI, as this is of merit.

11

Should we seek to increase minimum densities at sustainable locations in the urban areas, such as in town centres and at train stations, above 40 dwellings per hectare, where this would not impact on local character?

Within the three key strategic areas we will be exploring opportunities for accommodating our development needs taking into account site constraints, land ownership, compliance with other planning policies and the need to support sustainable development.  If potential housing sites are identified within these areas, do you consider it appropriate to

a. deliver at higher densities i.e. above 40 dwellings per hectare, in order to maximise delivery?

  • Yes
  • No
  • Don't Know

Please explain your answer
Needs to be demonstrated through road modelling and new infrastructure
