Since 2013, £220,000 Community Infrastructure Levy has been collected from new housing to allocate towards local infrastructure projects within Hersham.  Legislation states that these funds must be spent on projects that meet the following criteria:

  •        The provision, improvement, replacement, operation or maintenance of infrastructure; or
  •        Anything else that is concerned with addressing the demands that development places on an area. 

The definition of infrastructure is broad and includes roads and other transport infrastructure, flood defences, schools and other educational facilities, medical facilities, sporting and recreation facilities, open spaces.

There are 3 applications for CIL funds, totalling up to £72,300. They have all been received outside of the normal annual cycle of applications as work would need to be completed within a specific timeframe if projects are successful.

  1. Alterations to St Peter's Institute on Vaux Mead to make it suitable for nursery provision. CIL funding of £17,300 has been requested to create a doorway to enable children to have free flow access to the outside space, provide office space and improve storage and kitchen facilities.  The charity Burwood Playgroup is a key provider of Free Early Education for two year olds which is in short supply in Hersham and Walton, with the need forecast to increase as the population grows.
  2. Footpath improvements in Coronation Recreation Ground. CIL funding of £45,000 has been requested to link the existing tarmac paths in the park with a grass mat pathway to create a surfaced route across the whole site. This work would provide an accessible all-weather route from the car park to the Rydens Grove entrance to Coronation Recreation Ground. This includes a semi permeable hardstanding path through the alley to Rydens Grove. This is a popular walking and cycling route to growing local schools and will make the route more useable year round. The work would also expand this route to create a grass mat pathway around the entirety of Coronation Recreation Ground to provide a surfaced year round walking, running and dog walking route for local residents. This would follow the existing marked one mile route in the recreation ground which is part of Run England's 3-2-1 initiative.
  3. Footpath and environmental improvements on Hersham Green. CIL funding of £10,000 has been requested to create a grass mat linking path from the Queens Road entrance to the Green to the play area. The project would also include environmental landscape improvements.

Money that is not allocated will be available for local projects in future years. Further applications will be invited in autumn/winter 2016.
