Consultation on local 2016 Community Infrastructure Levy funding applications Esher

For the settlement of Esher £130,000 is available to allocate towards local infrastructure projects.  Legislation states that these funds must be spent on projects that meet the following criteria:
  • The provision, improvement, replacement, operation or maintenance of infrastructure; or
  • Anything else that is concerned with addressing the demands that development places on an area.

The definition of infrastructure is broad and includes roads and other transport infrastructure, flood defences, schools and other educational facilities, medical facilities, sporting and recreation facilities, open spaces.

There are 3 applications for CIL funds, totalling £136,500:

  1. Footpath improvements in Arbrook Lane.  CIL funding of £ 6,000 has been requested to improve the safe access for residents by upgrading the existing path along the edge of Arbrook Lane on Arbrook Common. This will improve access to public transport and school bus pick-up point in Milbourne Lane.
  2. Safety improvements to the pedestrian entrance at Esher Church of England High School. The school has recently identified Health and Safety concerns relating to the increased number of pupils at the school which cannot be addressed using the school's limited capital funds. The entrance layout has remained much as when the first school buildings were constructed in the 1950s and now require modifications to meet current pupil numbers. To respond to concerns around pupil safety, the proposals would better separate pedestrians from vehicles at the point where vehicles enter the school from More Lane. Proposed works include forming a new pedestrian entrance and gate, new footpath and associated fencing and new zebra crossing within the school grounds. CIL funding of £40,500 has been requested for the works.
  3. Refurbishment and improvement of King George's Hall, Esher. The hall provides the amenities of a village hall in the centre of Esher and is used for a wide range of community activities. CIL funding of £90,000 has been requested to carry out roof repairs, refurbishment of internal areas and external repairs to ensure that facilities are fit for purpose and meet future requirements for facilities such as these.
